Why Indian Railways Didn’t provide wi-fi to other trains?? Why only special trains? Its takes lots of time to develop.

Time and big bucks. India is dumping a lot of its money on new infrastructure by way of mega highways and renewing its vast rail network. Mobility in the country will be new wave, ultra modern and very swift. Good for them, it was a long time coming.
